The problem-solving paradigm is well known to public health practitioners and public health agencies. This approach is different from the clinical approach in the sense that instead of thinking in terms of patients, a public health practitioner thinks in terms of populations and instead of making clinical diagnoses, public health practitioners make community diagnoses. Public health practitioners have had a great impact on populations through effective public health interventions. Public health practitioners might not be visibly in touch with the patients but their fingers are always on the pulse of the population, through organized community based efforts, epidemiological data, health surveys, and longitudinal studies. They use the evidence so generated for proper health care planning and instituting preventive, curative, and rehabilitative services in the community.
The public health problem-solving paradigm includes the following steps:
- Defining the problem
- Measuring the magnitude of the problem
- Developing a conceptual framework for the key determinants of the problem, including the biologic, demographic, socio-cultural, economic, environmental, health system (access to and organization of health care services), and political determinants.
- Develop a new public health policy based upon the Healthy People 2020 topics that is aligned with a specific objective.
- Address the ethical aspects of the new policy and provide a sound rationale for its implementation.
- Identifying and developing intervention and prevention strategies
Working in groups (2-3 people) your assignment is to choose a health-related topic from the Healthy People 2020 list of objectives and implement the public health problem-solving paradigm to develop a new public health policy.
Papers should be no more than 5-8 double-spaced typed pages, using APA 6th edition guidelines for citations and format. This includes using 12-point font and 1-inch margins. Please use the template on the next page to guide your writing.
The oral presentation should be at 10-15 minutes in length and include a brief overview of your paper. The majority of your presentation will involve your group pitching your policy to the class. This is your opportunity to be creative, use whatever means to sell your policy to your stakeholders (classmates) Be prepared for a short question and answer session following your presentation. Please use the template on the next page to guide your presentation.
